Does anyone know if MS Office has an assistance program for Hurricane victims
that have lost computers and software? Maybe a reduced re-purchase?

That seems to be a site for nonprofit organizations to apply. The site also
explicitly precludes individuals.

That said, if the OP lost his car, would s/he expect his/her automaker to
offer reduced prices for a replacement car? Unfortunately, there are
situations in which the only remedies are insurance or FEMA grants.
