Hyper Links in Outlook 2003 SP3

At this moment I am not allowed to access hyperlinks in emails. I keep
getting the "Operation Cancelled due to restrictions on this computer...."

I have looked at article
http://support.microsoft.com/directory/article.asp?ID=KB;EN-US;Q310049, and
tried to reset the defaults in IE7.

I am unable to do step 8 in the IE 7 instructions as the box is 'greyed' out.

Also I cannot import the registry from a pc where it is ok, as I do not have
access to another pc.

Please advise.

If you can't reset the web settings then you need to find out why - from the
internet explorer experts. It's not an outlook problem (and never was).
