If I set "Black" for a: link
"green" for a: visited (or whatever color) the green for
visited always shows up at first in the browser, even
though the link has not been visited. How can I get
black to show when the page first appears?

Green will show up if you have not cleared your browser's cache or if it is a bookmark link on a
page that has been viewed.

It is not necesarily green. It is not a bookmark link.
It is a link to another page. How do I clear the
browser's cache? Does this mean that anybody who views
this page has to clear his browser's cache before he can
see it as I intended?

Yes, users will have to clear their "history". This is something you have no control over.
