Hyperlink FROM HTML Page TO Access Form with Filter

I want to hyperlink from a standard HTML file to jump to access file,
open a form and show a particular record.

ie " file:///S:\AccessDataBase.mdb?Form=Form1&Record-ID=1234 "

Is this possible?
I can't find any reference suggesting it could be and it looks
unlikely.

If it is possible, please advise the syntax and any conditions/rules.
