Hyperlink issue with graphic files

I want to change the program Excel uses to view a JPG hyperlink from Internet
Explorer to Paint or Windows Picture and Fax Viewer. I have changed this
setting on Folder Options in Contrrol Panel for all jpg files, but Excel
ignores this setting and uses Internet Explorer anyway...

How can I get Excel to honor my Folder Options setting?
