hyperlinks and static text in one cell

is it possible to have static text (eg a couple of lines of explanatory text that are NOT a link) followed by a hyperlink, all within the same cell?

No, it is not. Why don't you add your comments a a cell note? Select the
cell and Insert-Comment.

the description on mouseover?
