Hyperlinks in Publisher Control+Click

Hello friends! Can you help me? My call to Microsoft was of no help at all.
They referred me to the user group.
When creating a Publisher document for use with students on-line, but in its
original form (Newsletter) as an attachment, not a web page, the inserted
hyperlinks cannot be accessed via a simple click. The default is
Control+Click.
I have checked the tools menu as well as the control panel for mouse
preferences and have not been able to find a solution.
It is found within Word under the tools but not in Publisher.
I do not recall having this problem in the past. I would like the little
hand to appear so as not to have to use the keyboard commands. Does anyone
know a solution?

There is no way to accomplish this. Publisher is not an application for
making interactive documents. You must convert to PDF using Acrobat 7.0 or
convert to a website for hyperlinks to work with a single click.
