Hyperlinks to website shortcuts

Our agency has on its server several departmental folders that contain
internal and external policies and procedures. We have a word document in
the root folder that is a table of contents of sorts. We have hyper linked
the table of contents to the documents in the various folders (so you can
scan the table of contents, click the hyperlink, and open the approriate
document).

Here is the problem. Several of our external polices only accessible via
websites. We dropped shortcuts to those websites in the appropriate folders.
We then tried to hpyer link to that website shortcut. However, this doesn't
work. It takes you to your computer's desktop. How can I hyperlink to a
website short-cut?

This is probably the wrong newsgroup, but in general hyperlinks should point
to web site addresses that way it will work
internally or externally. You could have an Intranet web site and an
extranet web site with some documents on each web site.

I know changing all the links is not what you want to hear.
