How do I do that? I can not find a way to insert a bookmark in Internet
explorer. Specificall, I want to point my reader to a definition in a set of
EPA regulations that appears halfway down the page of the regulations. Here
is the link to the regulations and the definition I want to point out to my
reader is "Potential to Emit"

Use a bookmark. On the web page, insert a bookmark. Suppose it's called
MyBook. Then, in Word, insert your hyperlink and just add #MyBook. For
instance, when I created TheOfficeExperts, I used bookmarks. So clicking the
following link takes you to the mail merge feature:

You can't do it, then. The webpage has to have an anchor midpage for you to
link to, and since it isn't your webpage, you can't control it.
