I am a small school in Belfast NI and want office 2003 for 4 laptops,what is
my cheapest option?

Purchase a volume license which contains 5 licenses for Microsoft - Office,
Windows, it is your choice. That way you have a backup license in case you
lose one through theft or whatever (happens with laptops) - and it is
cheaper than the retail licenses that DL is recommending.
