I am having trouble recieving my mail, I can send out mail but when it goes
to process the incoming, it hangs up. I know I have mail at my server, I
checked it through the website.

Do you have a pop account? Is this your first time connecting to the server

Yes I have a pop account. I have been online with it for 2 years or more, it
just all of a sudden started happening.

It hangs at Send/Recieve Status 50%, I haven't done a thing to change
anything, it just started happening. Outlook 2003

You don't indicate which OS you're running, but if it's XP SP2 this
might help, it worked for me. My conclusion was the this started
right around the time M$ released SP2 for XP. After SP2 installed, it
turned on Automatic Updates in its fancy new Security Center. SP2 is a
pretty big download and my guess is the Automatic Updates and
Background Intelligent Transfer Service were timing out and somehow it
was connected to Outlook 2003 hanging on downloads as well.

I disabled these two services (START | RUN [services.msc]). They're
listed alphabetically. As soon as I did this the problem disappeared,
completely. The only downside is I have to change both of these
settings to automatic if I want to do any M$ updates. I prefer this
setting anyway, and as for the annoying Security Shield beaming its
obnoxious red warning at me, I simply hid it from the system tray.

Hope this helps.

I've experienced this same issue (among others). I stopped both these
services, but still have the problem.
