I am unable to access picture manager

I am using Office Sm Bus 2007 and cannot access Picture Manager. Message
says Unable to load contents. Any suggestions?

Has it ever worked? If not, I would use Office 2007 setup (in Control Panel)
to remove MO Picture Manager and then reinstall it.
