I am Unable to download Access templates since loading SP2

I upgraded to XP SP2 and now am unable to download MSN Access templates from
the MSN Site. Receive a blank Internet Explorer screen. Have noticed this is
happening with other hyperlinks. Feels like an ActiveX control not working.
How do I fix this.
