I am visually impaired and can barely see the words in the ribbon

How do you change the appearance in Word and Excel so that visually impaired
people can read the words on the ribbon (blue on blue just doesn't work for
me, black on blue would probably be okay).

In the operating system there is Control Panel, Accessibility options,
Display, High Contrast. You may tick the box there and use the settings
Button to make other changes.
