I can not add new pages in fp 2003?

I can not add new pages in fp 2003? all is ok in FP2000..



in fact I can add new page, but I can not new pages on existing web pages...
I can see small red circles on left down side of web pages plan. Is it
locked?



How I can add new pages on exosting web pages?

do you mean the include page feature, shared borders or plain Server Side
Includes when you talk about "adding pages on existing pages" ?
