I can not create a subfolder for some reason...?

Win XP/Office Pro 2003

We have a public contacts folder that any of us on our network can make
changes/additions/deletions to the contacts within this folder.

For some reason when I right click that 'public contacts' folder to try to
add 'new folder' it does not allow me to. It is grayed out. When I check
the properties of the public contacts folder I am listed as 'owner', plus I
have edit and delete rights, permission level is set to 'owner', the 'create
items', 'read items', 'create subfolders' and 'folder owner' blocks are all
checked.

Any suggestions?
