I can receive but not send

All of a sudden I could not send messagesthrough outlook but I can still
receive.

I get error message "0x8004210B". I use XP and Norton Antivirus...

I know all my settings are ok.

Whenever you get an error code, put in Google and search for it. This comes
up: http://support.microsoft.com/default.aspx?kbid=827349 Since you don't
say what version of Outlook, this may or may not apply.
