I cannot get my pictures to show on my site created by Publisher

I have built a web page in publisher and saved it into my FTP folder as
index.htm. When I upload this file and associated index_files (being the
pictures) they don't seem to come together. What am I doing wrong.

I don't understand what you mean by 'they don't come together'. If the
images are slow to load, perhaps reference:
