I cannot print a blank form in Access 2007

I want to print just the field names with no data entered. Some of my
databases will do that, some won't. Just the header appears.

I cannot figure out how to get the fields to print. The properties for the
detail is set to visible and the data only box is unchecked.

Any help would be greatly appreciated.
