I can't change the layout in Picture format?

Some of the pictures I want to use for Microsoft Word won't allow me to
change the format layout. Is there something I'm forgetting to do?

I'm having the same problem. Is there some trick to "unlocking" images or enabling text-wrapping and other format->layout options that all seem grayed-out by default? It's also only letting me crop from the bottom and the right, never the top or the left, those are grayed out and unclickable too.
