I can't delete Outlook 2003 rules

I am running Office Outlook 2003 SP2 and had recently switched computers
where I had imported the Rules from my previous computer.

I have multiple listings of the same rules and when I check the box on a
rule to try and delete it, the check shows briefly but then goes away and I
am unable to choose delete to remove the rule.

When I choose run rules, the selection table is blank and if I re-import the
rules again, the same happens, nothing is available to run.

I tried the Detect and Repair and also verifed I have the latest updates,
but still can clean out the rules and start over to enter new rules or import
the previous ones.

I need to get the rules to work so that I don't have to move a bunch of
emails manually into my .pst folders and clear them off the exchange server.

I'm having the same extact issue. I have serveral rules which where working
last week. Today, they are not working and I cannot remove them.

Has anyone come up with a fix for this?
I have a user that uses five systems all setup with outlook 2003 and we have
tried the cleanrules switch on all of them and I have even logged in as the
network admin and ran outlook as him and no matter what the server and client
based rules come back and none of them work.
