I can't find a send button, no e-mail setup in tools.

I cannot find a send button to send e-mail. I went to tools menu to set up an
account and can't find anything to do with an e-mail account. I use
earthlink. Please help,I am lost ,thanks

Control Panel->mail icon->Email accounts->New.
