I can't find the Outlook97 file chnginbx.exe

I understand that the file chnginbx.exe will allow
me to change my Outlook 97 email profile. But I cannot
find this file on the install disk in the \valupack\patch
folder. Or online from Microsoft. Can someone send me
a copy of this file?
I have been unable to modify the enail profile thru
the Control Panel/Mail.
