Okay, so just what is your mail environment? To what type of mail
server do you connect? Is this at home or at work? If at work, are
they running an RMS (Rights Management Services) server? If so, the
sender gets to chose what you can do with their e-mail. You'll have
to ask the sender for more permissions as to what you can do with
their e-mail.

See:
http://search.microsoft.com/results.aspx?q=rights+management+server+e-mail&mkt=en-US

One of those matches is:

http://office.microsoft.com/en-us/outlook/HA101003661033.aspx

Notice what it says in the first sentence in the "IRM helps you do the
following" section. Your host has the IRM client. It gets the
permissions from the RMS server. If you don't run the client, you
can't get the protected e-mail. If you run the IRM client service so
you can get the e-mail, the sender gets to dictate how *their* content
can be used, not you.

The article talks about Office 2007 and rights management. You say
that you are using Outlook 2003. So maybe you need to have an IRM
client installed on your host to let you retrieve those RM-protected
e-mails. The same article mentions that Windows Vista already
includes the RMS client and that you need to install it if using
Windows XP. You never mentioned WHICH version of Windows that you
use.

Talk to your Exchange admin or IT folks about the problem.

I have my business email and it works fine, but it is my personal emal (MSN
running through Outlook) that will not allow me to reply of forward.

Hope that makes sense, Thanks
