If you're talking about Outlook & News...News is just a shortcut to Outlook
Express's newsreader. Try setting up OE's nntp newsreader first and get it
working there.

Go to your ISP's site, they should have detailed instructions on how to set
it up.

Is the Microsoft news server you are trying: msnews.microsoft.com ?
Are you establishing the Microsoft news account in Outlook Express, Tools,
Accounts, News tab?
You may want to go here:

Selecting a news group at the above site will also configure Outlook
Express.
