I can't reply or forward using HTML if the message is sent non-HTML. When I
open the message and click the FORMAT menu, HTML is not an option listed. It
only lists Rich Text and Plain Text.

I'm having this problem because I want to include an HTML signature when I
reply and forward, but the formatting is lost.

Try switching to Rich Text first (or is it plain text? Hard to say without
knowing your Outlook version and mail editor), then to HTML.

Make sure that your e-mail edit program has HTML capabilty,
such as MS Word.

Hi,

The format of a message you're having problem must be in Rich Text format.
You must be seeing only Rich Text and Plain Text listed in the Format menu,
with the Rich Text selected (i.e. check mark in front of the Rich Text).
Please correct me if I'm wrong.

If the above is the case, first select Plain Text in the Format menu. This
will prompt you with a warning that the formatting (bold, italic, images,
etc. etc.) that text might have had applied when in Rich Text format, will
be lost. Obviously... you'll lose all the formatting. Say Yes, and then see
the Format menu, once again. You'll now see all three formats listed there,
including HTML. Select HTML. Apply the formatting.
