I cant ""Save As" or "Open" any office 2003 document?

I've done detect and repair several times and still can't get any office 2003
programs to "save as" a document where I need it to be saved. I also can't
open an existent file through the "file" feature at the top left of the
programs. If I receive an email with an office document I can open and work
on it but can't "save as" to where I want it to be saved. Every time I try to
save as or open a document the program at use doesn't respond, it freezes.
