I can't see the import export wizard.

I have followed the instructions from Microsoft Knowledge base to be sure
that the UI language matches that of the Windows XP. This I have done but
the Import Export Wizard still does not show up. I don't see any
suggestions if they match and you still do not get the Import Export Wizard.
