I can't send email through Outlook whenever I am away from Home

I have a pop3 email account through charter.net but whenever I take my laptop
during travel and connect through another network, I can't send messages. It
seems that I can always receive messages but for some reason Outlook trys to
send but then finally generates an error message 0x80042109. Has anyone else
encountered this problem? If so, how did you get around it?

Are you running both the Norton firewall and Windows firewall? Disable one.
Make sure Outlook.exe is added to allow outgoing access.
Also, have you updated Norton recently? Check their website for any possible
issues.
Are you trying to connect to a server other than your ISP's?
Can you telnet to port 25 of the server? If not, the problem is not with
Outlook. Have you verified the server name is correct?

You have to use another SMTP server since Charter probably blocks any
messages sent to their SMTP server when you're not on their network

By the way, I have double checked the server name but I am not sure how to
telnet port 25. Can you explain that to me?

I am having this same problem, but from my base computer. Outlook 2003 will
receive but not send. I and my web consultant have tried everything but still
can't send, this is a new pop3 service change. Do I ask my web provider
(uplinkearth) to provide me another smtp?

Check your smtp settings and see what the smtp server is. If it is also mail
or smtp.charter.net and you are using port 25 then often ISP's will not
allow you to send emails via that port. I have changed my smtp port number
to 587 and that cured the problem but Charter might need you to use a
different number (Ask them).

If the smtp is something related to your ISP such as smtp.ntlworld.com then
you will need to change it to every relevant ISP where ever you go. Or set
up a Google email account and forward emails to there. (You can still make
it look like the email is from your own domain when using Gmail)
