I can't send/receive in Outlook and I can in Outlook Express

I have reconfigured everything in Outlook sent my test email and it went
through, but still can't send or receive. I like outlook better b/c of the
calendar ,etc. but this is ridiculous

Is Outlook set as the default email client and not Outlook Express ???
