I create rules in Outlook 2003, but they get ignored. Why?

I creat rules in Outlook 2003 to have e-mails I receive placed in different
folders (other than my inbox), but the rules are being ignored. I have to
keep re-running the rule(s) over and over, or manually move the messages
where I want them. I didn't have this issue when I was running Outlook XP.
What gives?
