I don't want mail recipients to get my categories and flags

This goes back to Outlook2000 and I still see it in Outlook 2003
Production. When I receive a mail item, let's say my rules assign a
category to it. Then I reply to it. If the recipient has Outlook,
they see the categories that I've assigned to that mail. If I set a
flag to remind myself to follow-up on that mail, the recipient also
gets my reminder and a flag.

I understand these can be considered features and there is a post here
just today from someone saying they use flags extensively, but I don't
want people to see the categories I assign to mail, especially if my
rules mis-label the mail before I manually check it. The reminders
are for my own purposes, not for someone else to be alerted.

I've never seen a way to toggle this data from going out. Can I
remove the categories before I send a message? Sure, manually, but
that shouldn't be necessary. Can I go into my Sent folder and flag
messages after I send them? Sure - but that's an extra step too.

I looked into writing a Rule for sent mail: you can assign categories,
but not unassign them, and while this might be do-able via a script,
you can only assign scripts to rules for inbound mail, not sent mail.
I'd write a custom action but they don't work for o2002, must be done
in C++, and docs are very difficult to find. Sigh - walls everywhere.

I did confirm even before seeing that other request, that in o2003 if
someone replies to or forwards a message that has a flag, the flag is
not sent back to the originator. New bug or did they fix an old bug?
Categories stick with all replies.
