I get "can not remove item" when moving mail to personal director.

I have created a personal directory to store mail message, but everytime I
move (drag) a message to the personal directory it says that I am not allowed
to do it and " can not move item"

It seems that there is a switch I need to turn off to allow me to move the
email. Idid it in the past without any problems
