Basically, you need to buy the stand-alone version of Access.

You can download a free trial version -- start looking for the link to
download at http://office.microsoft.com; it expires after 30 days and
perhaps has a limit on the number of times you can open it, too. There's no
"Student / Teacher" edition of Access, but bona-fide students with proof can
purchase an Academic Edition -- your college bookstore is the place to
start, but there are online sources, too (who will also want proof you are a
student). The Academic Edition will be less expensive than a commercial
version. You'd need to check the qualifications, but if you qualify for an
"upgrade", that, too, is less expensive than the full retail version.
