I need a good example of a letter of responsibility.

My office is having a bbq for our employees on top of one of the parking
garages of our building, and the property management company needs a formal
letter from us stating out responsibility to cover any and all damages
relating to the event. Is there a template out there that I could modify to
suit our needs? I wasn't successful in locating one through my search.

Does that mean that the Passport I downloaded from Forgery.com may not be
legal for entry into mainland China?
