I need a program to open an excel spreadsheet file any suggestions on
downloads that will allow me to open this file

There's a free Excel viewer available.

Go to http://www.microsoft.com/downloads/search.aspx , type viewer as the
Keyword and select Excel as the Product/Technology.

For what it's worth, though, this question would have been better posted to
one of the Excel newsgroups. This one's for questions about Access, the
database product that's part of Office Professional (and in case you need to
know, there isn't a viewer for Excel)
