I need Advice on applications etc that want to access network

Should I let these access my network etc.
Application layer gateway service.
NT Kernal & System.
LSA Shell(Export Version)
Generic Host Process for Win32 Services.
Motive Smartbridge .

Could you please tell me if these are safe to let access and if there any
that are not
etc , that would be so much appreciated.
