Don't be penny wise and pound foolish! Just get one of the many good
payroll programs out there; they all handle cheque printing out of the
box, and have all of the legalities built in.

Just to add my 2 cents worth I would suggest looking into a payroll
service. They will do the entire payroll, make your deposits to the
government, do direct deposit etc. They also are responsible for keeping
up with the latest changes in state and federal law. If there are any
mistakes or violations the payroll processor is responsible for all
fines and fees. Not a bad deal considering the cost. There a many services
out there and some are quite reasonable.
