Are there direction for the templates available for download?

It was a template for making mailing labels. I downloaded it and it took me
to microsoft publisher. I don't know what to do with it. It showed a blue box
that said Name, street, city and state.

You don't get to the next label in Publisher. Once you do the label, all labels
will be the same unless you are doing a Mail Merge.
If you want to use the label for many recipients create a data base. You can use
Access, Excel, a Word table or make a list in Publisher.
