I need help in setting external security for Access.

A programmer set up security on the program I use in access, and we had to
follow these directions to release security on the program:

Security Settings
When installing the MAF-IA 2003 program on an NTFS drive, ensure that the
security permissions are set up correctly. To do this, right click on the
MAFIA 2003.mde file and select properties. Select the security tab to view
permissions. If you do not know how to read or set permissions, contact your
local system administrator. To reset the default permissions follow these
steps:
a.Select and right click on the MAFIA folder (not the program, the folder
the program is in) and select properties.
b.Select the SECURITY tab.
c.Select the ADVANCED button.
d.At the bottom, check the box “Reset permissions on all child objects and
enable propagation of inheritable permissions.â€
e.Select OK.
This should reset the permissions of the MAF folder to the defaults.

Now there is no Security Tab to select and I cannot reset these permissions.
Can anyone tell me if there is another way to accomplish this task?
