if you are talking about for instance, inserting it to a word document, you
can double click on the picture, clicking on layout and clicking on in front
of text.
If you are talking about putting one picture on another and saving the
resulting image, the easiest would be to open both images in Paint,
selecting and copying one of them to the clipboard and inserting it to the
other.
