I need to download and fill-in a 1099-Misc form. Does Microsoft Word have
one in it? I tried irs.gov and there's I can't fill in. Help!

No. You need to obtain the form from the IRS and manually
type in the information.

You must use preprinted 1099 forms from the IRS. You cannot
print your own 1099 forms. Genuine IRS forms are printed using
special paper, special inks, and within precise
specifications to make them "machine readable". The IRS offers
http://www.irs.gov/pub/irs-pdf/f1099msc_05.pdf , but the Notice
on the first page says:

Attention:
Do not download, print, and file Copy A with the IRS.
Copy A appears in red, similar to the official IRS form,
but is for informational purposes only. A penalty of $50 per
information return may be imposed for filing copies of forms
that cannot be scanned.
