You need to describe your problems with enough detail that people can help
you.

With respect the question in your subject {wrong place for a question}, Word
is good for labels and has built-in templates for common labels. Publisher
is good for complex labels and business cards. Neither is free.

You may want to check avery.com. They have free and low cost software for
their products.
