help". Maybe telling us why it does not help might be a good start.

You can reduce it to an array**
OR(EB6:EE6<4.5%,OR(EH6:EI6<4.5%))
** array formulas need to be entered using the key combination of
CTRL,SHIFT,ENTER (not just ENTER). Hold down both the CTRL key and the SHIFT
key then hit ENTER.
Note that an empty cell will evaluate to be <4.5%.
