I/O error on drive with Outlook.pst file

I am desperately attempting to recover my Outlook.pst file from a laptop hard
drive that crashed. The disc is working but has bad sectors that are
preventing the transfer of this file to my new hard drive. Are there any
secret methods or programs that can be used to recover this file and transfer
it to my new hard drive with Outlook 2007 installed.
Unfortunately I didn't archive any of the outlook folder information prior
to the crash...

This is a hardware issue that is unrelated to Outlook itself; it just
happens to be your Outlook file that is affected by the bad sectors.
Usually your hard disk manufacturer offers tools to replace bad blocks t
recover the file so that you can copy it to another location. However, this
could lead to a total loss, a partial loss or a corruption of the pst-file.
If that happens, start with using scanpst.exe if that doesn't work, you'll
need a specialized data recovery tool.

Run CHKDSK /R on the volume that contains your PST file - this may fix
and recover your bad sectors.

You may end up with a corrupted PST file, which *may* be fixed with SCANPST.
