You have have enabled StickyKeys - press Shift 5 times, or check the
Accessibility control panel.

If it still fails after you reboot your computer, there may be a hardware
problem with your keyboard. I would suggest borrowing a friend's and trying
that. If that works, then you will need to either work out what is wrong
with your Shift key (normally involves taking off the keycap and looking for
gunk, etc.), or replace your keyboard.
