I still do not have a clear answer

I want to start my site. I have read Paul Colligan book and many other
sources of information. Would someone be very clear. Everyone has there own
opinion I understand, I am looking for the easiest for a beginner.
? It seems that I will use a CSS style sheet for the text formatting. The
DWT will be used for layout, like layout tables adding graphics and
navigation that you want on every page. Then the css sheet is linked to the
DWT and the DWT is linked to the web page. For example I will use the normal
CSS template for the text formatting. I will then create a new page add
several rows and columns for layout, add maybe a banner and some graphics
then manage the editable regions for the content. This will be saved as a
DWT. Then I will create a new page and call name it index.htm link this DWT
and edit what I want. I would then use this DWT to link to the pages I
create. Is this correct or not?

Mostly correct.
Then I will create a new page and call name it index.htm link this
DWT
and edit what I want. I would then use this DWT to link to the pages
I
create
would be better as:

Then I will create new pages and attach this DWT, then edit the
content area(s) as required.

Your Home page would be created as above, but specifically named as
required by your web host. This name is usually (but not always)
default.htm if hosted on a Windows server, or index.html if hosted on
a Unix server. There are other variations of the home page name and
extension - check with your host.
