I suddenly get a OLE registration error

After a system crash, I reinstalled OS, backups, and other programs.
Microsoft Outlook 2000 had to be installed from original package. Backup did
not completely restore contact data, so about 210 contacts had to be entered
by hand. During the process of loading up new IP vendor, I began to get the
following error message.
"An OLE registration error occurred. The program is not correctly installed.
Run setup again for this program", which I did, and the error remains. I
cannot access my contact base and am trying not to have to enter all that
data again. How can I get that data back, if at all. Is there a correction
for this error.
