I upgraded from 2003 to 2007 and having problems opening now

I loaded the program fine. Now everytime I open it says not shut down
properly and open in Safe mode. I did this twice. My mail FINALLY came up
after about 10 minutes. I did the diagnostic which revealed no problems, but
I am have the same challenge when I try to open

Search to include hidden for scanpst.exe, the inbox repair tool, then with
outlook closed run it on your pst file.
Does it report & fix err's?
If no, search to include hiddden for outcmd.dat, rename/delete it
Try Outlook again

I was able to fix my problem by downloading IE again. thanks for your
response.
