I want to print a booklet but I want it to flip open up and down

I know how to set up to print a regular booklet but I am trying to print one
that flips up to open--not sideways like a traditional book. I can't change
the orientation of the paper when I set it up as a booklet and am having a
hard time changing the text direction when I put in a text box. The first
page works OK but I can't get to the second page. Any suggestions?

I don't know if there is an easy way to do this and keep the correct order in
numbering.

This is how I would do it.

Have two instances of Publisher open, in the first publication setup your
booklet and how many pages.

In the second publication setup up a custom page setup, width 8.5, height 5.5.
Pay no attention to the printing preferences.

Create your page objects, select all on the page, group, right-click, format
object, size tab, rotate - (minus) 90 degrees, cut. In the booklet page, paste.
Do this for each page.

The back page will have to be rotated +90 degrees if you want it to look like a
regular booklet.
